it would be desirable later to extend the free treatment facilities by means of clinics in the more congested areas of the town. As we feel it is important to retain the confidence already secured by the Chinese Dispensaries in Western medicine, we would suggest their organisations should be so extended and adapted to in- clude such additional facilities as may be required.

Prisons, At the present time advanced and serious stages of venereal Disease among prisoners are treated in the Prison Hospital, but facilities are not available for the modern methods of treatment. We understand that even under ordinary examination one or two cases of Venereal Disease are found in each daily batch of from 10 to 12 prisoners, but that even for these, staff and materials are not available for modern treatment.

We recommend that arrangements should be made by which all prisoners, both men and women, should receive early diagnosis and modern treatment. The arrange- ments could be placed in the hands of the Venereal Disease Specialist on the staff of the Civil Medical Department. For those who have not completed treatment on the expiry of their sentence arrangements should be made for them to continue treatment at one of the Hospitals.

SEAFARING POPULATION.

We understand from the seafaring organisation that the high incidence of Venereal Disease in the seafaring population is largely due to their peculiar conditions of life, and to their removal from all home environment, with but little provision in the form of lodging accommo- dation and wholesome recreation at the various seaporta. The Eastern ports are cited as specially dangerous from the public health standpoint.

The first Labour Conference held under the auspices of the League of Nations at Genca in June of this year unanimously passed the following resolution:-

The International Seamen's Conference recog- nising the importance of taking active international measures for the prevention and treatment of Venereal Diseases in the Mercantile Marine, desires to urge

They would recommend for special consideration:-

The provision of adequate facilities for the prevention and treatment of Venereal Diseage at all the principal porta.

The inclusion of Venereal Diseases among the conditions for which free drugs and treatment are provided for members of the Mercantile Marine.

(3) The dissemination of appropriate information

on the subject to seafarers, and especially to those at training establishments.
